| is that the car is not worth the 9k if the interior is shot and it needing body work. The steering issue could be a rack and pinion I would guess never experienced that. I would run a car fax on it as well most Nissan dealers don't have a problem with doing that if you walk in and talk to a sales guy. He also says that he had the rear main seal and water pump done but nothing on the timing belt. Seems to me that he is skipping the expensive fix. Also says he did those 2 items on june 5th but at the bottom says its still for sale as of June 5th so he is basically fixed the visible problems to get the money and run. My opinion is that there are better Z's out there for that price I would offer him around 6k for it in that condition unless a mechanic can verify a leak down test and compression. sorry I couldn't help on giving you a place to take it to but thought my opinion might give you something to think about until others give their opinions.
